Neighborhoods vs. Neighborhood Planning Units (NPUs) vs. Council Districts

Neighborhood Associations are private and serve primarily to host events, manage internal administrative work, and provide hyper-local feedback to NPUs.


NPUs are public and serve as the City’s conduit for citizen participation. NPUs serve primarily to collect and communicate neighborhood feedback to the City and its departments.


Council Districts are areas of the city represented by elected City Councilmembers. Funding, infrastructure projects, and local legislation are handled by Council Districts.

Neighborhood Associations, NPUs, and Council Districts work together to give feedback and administer local municipalities. It’s important to remember that, though NPUs almost always defer to Neighborhood Associations, the city processes only officially include NPU recommendations.

The NPU may comment on other City items, but such comments are not always formally included in City processes. In addition, private citizens are always welcome to make comments directly to the City.
